This is a Vintage NOS Console/Dash Vent for the 1970 Arctic Cat Panther standard hood model-not the Bigmouth hood. The part number for the vent with mounting hardware was 0110-136. These were the vents above the driven clutch that always broke, especially when the belt came apart. The vent was mounted using 4 each, 0106-458 plastic pin, 0123-254 rubber washer, and 0123-220 speed nut. This could be the finishing touch for your restoration project.
